Ningbo Port promotes empty container reform to increase turnover efficiency

After more than three months of trial operation, Ningbo Beilun port area and Daxie port area have comprehensively implemented the reform of empty container logistics from today. Ningbo port has taken the lead in becoming the national base for electronic distribution of empty containers, and the port logistics has begun to speed up substantially.

According to Ningbo customs data, in 2010, Ningbo port had a container throughput of 13 million TEUs and imported empty containers of 4.37 million TEUs, accounting for one third of Ningbo port's throughput, and the import of empty containers ranked among the top three in China.

However, due to the large export volume of Ningbo, the phenomenon of container grabbing is relatively serious. Especially in the peak season, the export volume soars, and the containers can't be turned around in a short time. In order to ensure the goods to be shipped on time, customers often rush to order a box from several enterprises. Often, some enterprises miss the shipping schedule because they can't get the boxes. Therefore, our ship side has to bear the loss of insufficient space. Since May this year, Ningbo Customs launched the pilot work of empty container reform. In the past, the customs would select certain cases for inspection after unloading the imported empty containers, and all the boxes could be "released in full" only after the inspection of the batch of boxes was completed. After the reform, Ningbo Customs launched the "classified release" measure. Except for the empty containers which were checked and approved by the customs, the rest of the empty containers can be lifted out of the port terminal after being approved and released by the customs. These empty containers are weighed and compared by 100% through the bayonet weighing electronic monitoring system, and their attributes can be judged by weight, so as to realize the non unpacking inspection and speed up the circulation of empty containers.

"Today, the turnover rate of empty containers has increased by more than two days on average. According to our preliminary calculation, only the single item of storage fee at the wharf can save about 1.5 million yuan a year."
